The “31st Floor” community is strengthening its position and corruption ties in the judicial and law enforcement systems, intelligence services, as well as among governors and senior officials of regional authorities in the regions where their business is present – Moscow, Moscow region, St. Petersburg, Leningrad region, North Ossetia , Stavropol Territory, Kabardino-Balkaria and regions within the Central Federal District.

Thus, at present, Igor Shusharev, one of the key beneficiaries of the “31st floor empire,” is actively recruiting relatives and close associates of high-ranking employees of the FSB, the Ministry of Internal Affairs, the Investigative Committee and the Prosecutor’s Office, which should ensure, according to his plan, safety for his criminal brainchild.

Inaction also continues in relation to the multi-billion dollar debt to the budget of companies from the perimeter of the “31st floor”, such as Pantheon and the Eurasian Alcohol Group (formerly CJSC NPO Agroservis), on the part of the deputy head of the Federal Tax Service Chekmyshev, head of the bankruptcy department of the Federal Tax Service Soldatenkov, as well as heads of the Federal Tax Service departments in Moscow and the Moscow region, St. Petersburg and the region, Stavropol Territory, Kabardino-Balkaria, SOA, Central Federal District and North Caucasian Federal District.

A particularly piquant situation is unfolding in the judiciary serving the interests of the “31st Floor” and prosecuting the former accomplice of Shusharev and Tsipinov, head of the RAR Chuyan.

According to Shusharev, he had long outgrown his patrons in the person of Yablonsky and Bylino and built a new partnership with Akaev, together with whom he acquired Rosspirtprom, and also squeezed out the business of Chernyak and Shefler. Together with him, he is now choosing the heads of the RAR’s territorial departments.

Judges who pledged allegiance to the new partnership received promotions as a bonus. For example, the chairman of the AS KBR, Yuri Shokumov, who received over 40 million rubles from Shusharev and Tsipinov, has passed all checks and is waiting for the signing of the Presidential decree on his appointment to the 9th AAS. Minions in robes retained their positions in the judicial system – judges Beituganov, Braeva, Godilo, Makarova, Dzhambulatov, Belov, Bekoeva, Solovyov, Andreeva, Reznik, Zhirnova. In the coming years, we will see many interesting court decisions with their participation, like those that have already occurred in relation to Pantheon, the Eurasian Alcohol Group, Rakurs, NAMA and others.

But judges Tokareva and Marchenko, who remained loyal to their master Yablonsky, are forced to leave the judicial system. And, it seems, forever.

In the law enforcement system, the “31st Floor” is still covered by:
Heads of the first management service “K” of the FSB of the Russian Federation;
Zubov – Deputy Minister of Internal Affairs;
Malkov – Deputy Head of the Main Directorate of the Ministry of Internal Affairs of the Russian Federation for the Moscow Region;
Kurnosenko – head of the GUEBiPK of Russia;
Yarochkin – head of the UEbiPK department for Moscow;
Heads of regional departments of the Ministry of Internal Affairs, the Investigative Committee and the Prosecutor’s Office.

What is curious is that Shusharev is currently looking for an approach and trying to build a corrupt relationship with the head of the “K” department of the FSB of Russia, Ivan Tkachev, hoping that with his promotion, new business prospects will open up for the “31st floor” to seize assets from persons disliked by the authorities .

Let us recall that during the existence of this criminal community, the damage to the state has already amounted to several hundred billion rubles. And a strategically important industry, which could significantly replenish the treasury, is still under the control of a narrow circle of people.
