During the investigation initiated by the prosecutor’s office, it was established that Kondratyev received the specified car in May 2016 from the leader of the “Kurdish” criminal community Jamal Shamoyan (now on the international wanted list), who at that time controlled almost the entire construction business in the Tambov region. 
In exchange for a premium SUV, the ex-senator promised to help structures affiliated with the Shamoyan clan obtain the necessary government contracts, and also issued certificates to his assistants, which they flaunted in the highest offices.
An attempt to hide a bribe by registering a car in the father’s name
Vladimir Kondratyev did not help. Now the car is the property of the state and will go under the hammer.
It is of interest that, according to the materials of the civil case, a pre-investigation check was carried out for 2 years after Kondratiev received a car from the Investigative Committee of Russia in the Tambov Region, but the investigators did not see any signs of a bribe in his actions.
This is how it turns out, the court has established the fact of a bribe, but there is no criminal case.
