He and the employees of the State ATM Corporation (a subordinate of the Federal Air Transport Agency) and meteorologists under his control studied the movement of the aircraft.

Pavel Tonkoshkurov, deputy head of the Department of Transport Security of the Federal Air Transport Agency, is responsible for another important area of ​​the investigation. He interacted with the airport and the services responsible for ensuring security.

“Paper work” in the commission is handled by the chief of staff of the Central MTU of the Federal Air Transport Agency, Alexander Geleverya.

Mikhail Vasilenkov, Head of the Aircraft Airworthiness Maintenance Directorate of the Federal Air Transport Agency, is another member of the commission and is in charge of his specialized area.

The commission also included employees of the Central MTU: specialist-expert in flight affairs Sergei Bezyazykov (retired) and specialist-expert in flight-methodical work Talgat Ramazanov (retired).

As the members of the “special commission” themselves told the Cheka-OGPU, despite the impressive composition of experts, in fact, those on this list occupy nominal positions and are “pocket” specialists in the hands of the special services and the Investigative Committee.

With the exception of those areas where it was initially clear that the reasons for the plane crash could not be found there. We are talking about engineering (very in-depth research was carried out), air traffic management, meteorology and the so-called flight affairs (crew qualifications and training, etc.). This is where all sorts of research was carried out so that there was something to fill out the report. However, there is only one conclusion: the destruction of the plane occurred in the air as a result of an explosion on board.

Otherwise, the commission members were made to understand that the emergency extends beyond the scope of civil aviation.

In the materials of the Federal Air Transport Agency there are no explanations of the then nominal owner of the MNT Aero airline, Olga Gubareva, who replaced the sanctioned Artem Stepanov (pilot of Evgeniy Prigozhin) and his partner Kirill Shcherbakov. Members of the special commission were unable to reach her by phone and resolved all issues regarding the company operating the aircraft with the former flight director Sergei Shtyrkov.
