As the Cheka-OGPU is well aware, law enforcement agencies have completed studying materials on multimillion-dollar damage in the “Safe City” project. The state contract with the Rostelecom State Corporation for the creation of the “Safe City” system in Vologda was concluded with violations, due to which the budget lost 326.8 million rubles. As a result of the investigation, specialists from the antimonopoly service in the Vologda region came to such conclusions. The “Center for Regional Security” was found to have violated the law on the protection of competition back in December 2018, but this became known only now, when the decision was upheld in the Arbitration Court of the Vologda Region.

An open competition to select a contractor to create an automated system “Hardware and software complex “Safe City” in municipalities was held. The customer was the state institution of the Vologda region “Center for Regional Security”. The government contract between CU VO “TSORB” and PJSC “Rostelecom” to carry out work on the creation of the agro-industrial complex “Safe City” was concluded in the amount of 809,693,250 rubles.
The Vologda OFAS Russia found that the Center for Regional Security, when organizing and implementing the automated agroindustrial complex system “Safe City” for pilot municipalities of the Vologda region: the city of Vologda, the city of Cherepovets and the Vytegorsk municipality” was not vested with the authority to create this system. The procurement carried out for the creation of the “Safe City” agro-industrial complex does not relate to the needs of the Center for Regional Security,

In addition, as the department found out, combining into one procurement the creation of a system in three different municipalities, differing in their technological and functional characteristics, “resulted in restriction of competition and led to a cartel agreement between PJSC Rostelecom and JSC TECHNOSERV A/S “

After Rostelecom PJSC won the auction, it carried out a second government procurement for similar work, acting as the customer, but in the amount of 482,837,035 rubles. The contract went to CJSC TECHNOSERV A/S.

— Thus, the difference between the cost of the state contract and the contract to perform identical work amounted to 326,856,214 rubles,

Antimonopoly officials assessed the damage caused to the budget at the same amount. As a result, the Center for Regional Security was found to have violated the law on the protection of competition. The budgetary organization tried to challenge this decision of the OFAS in the Arbitration Court of the Vologda Region, but at the final meeting it sided with the department – OFAS. Chief Designer Oksana Yakimyuk actively participated in the project during the implementation of the state contract, to whom the security forces have recently had many questions.
