Navigator of the 4th aviation squadron of aircraft of the Federal State Budgetary Institution “SLO “Russia” Goncharenko S.L. first he had his unfitness to fly due to paranoid mental disorders. But the Moscow City Court decided otherwise.
The navigator’s problems began at the end of 2021. Goncharenko passed a medical examination and received permission to fly for the next year. But after a while, he was summoned to a new extraordinary medical examination, which established that the navigator had a number of diseases and that he “suffers from a mental disorder in the form of a specific personality disorder – paranoid (paranoid) personality disorder.” The reason for sending him to a new commission was a memo from the deputy general director of the Federal State Budgetary Institution SLO Rossiya, A.N. Blishch. Alexander Blishch explained his initiative with rumors about the pilot’s inappropriate behavior, as well as his personal meeting with Goncharenko, at which he “stated a state of stress, covered himself with sweat and purple spots, stopped the conversation, left the room, saying that he would communicate through a lawyer.” Blishch considered this fact “sufficient for writing a memo.”
The court to which the navigator applied ordered a new examination, which found no mental abnormalities in him and declared him fit to fly. FSBI “SLO “Russia” and the Central Clinical Hospital of Civil Aviation (the second defendant) filed an appeal. The Moscow City Court overturned the decision of the first instance and made a new decision to deny the pilot’s demands. Now Goncharenko is storming the cassation, which will take place in July.
