The sixty-meter white stele at Cape Khrustalny has been one of the most recognizable for more than 44 years, along with the Sunken Ships monument. Several years ago, the Moscow government allocated 280 million rubles for the repair of this monument, in pursuance of an agreement on cooperation between cities of federal significance concluded in 2018, but 10% of this amount, by Gorlovka standards, the figure is not that big, so the cost there was work increased up to 800 million, and then up to a billion. That turns out to be 16,666,666 per meter of repair, a bit of a demonic number, isn’t it. It is interesting that before the start of the reconstruction it was stated: “nothing emergency – just restoration”… The customer was the same State Budgetary Institution “Parks and Squares”, controlled by Gorlov. The competition was won by the same LLC Sevproektmontazh INN 9204003550, which was engaged in the reconstruction of another monument, the obelisk to the “Hero City of Sevastopol,” which we wrote about earlier. 
What, what, but the embankment of Sevastopol definitely needs repairs. Today, everyone can see the consequences of the storm that passed not yesterday. Battered by the elements concrete and marbleunkempt appearance, shabby surfaces not even painted. According to available information, 600 million rubles were requested for repairs. Not for reconstruction, which has been asking for a long time. It’s hard to imagine how much “Parks and Squares” will allocate for reconstruction… They say that the townspeople specifically addressed Gorlov about the embankment. They said that walking along the embankment had become unsafe, and that it was necessary, at least temporarily, to fill the holes formed on the embankment with concrete, to which he replied that “This is a bad idea, it (the concrete) will be washed away anyway.” Probably, a friendly company ready for cooperation has not yet been found. There is another way to earn money from Gorlov, in addition to 10%. In Sevastopol, as in Sochi, small apartment buildings are being built en masse on plots for individual housing construction, and then the apartments in them are sold as separate residential premises. According to the local telegram channel, the scheme is as follows: “Gorlov’s subordinates find residential buildings on individual housing construction sites that have been put into operation and have signs of multi-apartment housing; at the direction of Gorlov, employees of the House of Household Housing file a lawsuit against the owner of the building “for recognition of the illegality of the structure and for its subsequent dismantling and demolition”; after filing a claim, Gorlov’s man contacts the owner of the residential building and offers him to resolve the issue peacefully for 3-4 million rubles – by withdrawing the claim from DGH.” In May – 2024, “murky” schemes with money cuts from the Management Company “Center”, the founder of which is dep. property of Sevastopol, left the city without janitors, more than 70 janitors lost their jobs. These people previously worked in the management company itself, but were dismissed from the staff of the management company and transferred to the status of employees of a subcontractor. However, due to accumulated debts to the subcontractor on the part of the Center, the janitors were fired.
