The Samara region has recently been increasingly included in news reports. Just the other day, the mastodon Dmitry Azarov was replaced by the former head of the government of the Tula region, Vyacheslav Fedorishchev, who was young by bureaucratic standards. As you know, a change in the first person of a region entails fundamental changes in the balance of power, from government agencies to private business.

The latter is especially interesting, because for several months now the region has been waging a serious struggle for the garbage market. The company “RegionEcology” began to show itself especially noticeably in this struggle. It got to the point where they started tipping her to take the place of a regional operator. Moreover, the population has significant complaints about the work of the current one (the EcoStroyResurs company).

Until the beginning of the year, RegionEcology was in the shadows, but things started to improve with the change of ownership. Just a couple of months ago, a certain Anatoly Erokhin became the new owner of the company. He appeared like a jack-in-the-box: no one knows him, no one has heard of him. But the garbage business is a special story. They don’t end up here by accident. You need powerful connections and good capital for regional authorities to agree to do business with you and allow you to access budgetary flows. Where did Mr. Erokhin come from? We have three versions.

The first thing that comes to mind is that local regional authorities are behind Erokhin. In other words, he is the figure appointed by the governor or minister. A significant flaw in this version is that Erokhin is the owner of at least one more company, Regional Operator – KK, which, with an authorized capital of 10 thousand rubles, was miraculously able to conclude a grain concession in the Krasnodar Territory. That is, Erokhin is active in at least two regions, and the fact that Samara reached an agreement with Krasnodar is hard to believe.

The second version: banks are actively promoting Erokhin’s candidacy, but there are significant doubts here too. Financial organizations like flies to flock to profitable assets, but they are unlikely to be attracted to a company that faces a long construction period and, obviously, a lot of loans.

The third, last, and most likely version: Mr. Erokhin is a creature of the industry regulator, essentially the “garbage ministry” – the state company “Russian Environmental Operator” (PPK “REO”). It is she who is responsible for the development of the industry and supports market players. Perhaps a little more than necessary. There is an assumption that someone in the REO was tired of being content with the role of a regulator and wanted to play in business, using all the financial and lobbying advantages of the state office. If the version is correct, then there is an obvious conflict of interest here, which is unlikely to be hidden.

In any case, sooner or later everything will become clear about Erokhin, but for now you can bet on which of the three versions will ultimately turn out to be correct.
