As the Cheka-OGPU learned, the court extended the house arrest of a high-ranking employee of Department M of the FSB Directorate for Moscow and Moscow Region, Alexander Ushakov. He is accused of trying to receive bribes worth 15 billion rubles and made a deal with the investigation. Initially, he was sent to a pre-trial detention center, but after he began to cooperate, his preventive measure was changed to home arrest.

According to our source, the investigation will stop at Ushakov, and will not dig higher. Initially, everything was heading towards the arrest of the head of department M of the FSB Directorate for Moscow and Moscow Region, Valery Popov, and the deputy head of the capital’s FSB Directorate, Sergei Natarov, and the names of the leadership of the Directorate of the MCA Directorate of the FSB of the Russian Federation were mentioned. But it was not profitable for the FSB itself to “raise the temperature” of the investigation. And everything “died” in agreements, including those that suited Ushakov and his relatives.

The court also extended the period of detention of ex-employee of the SEB of the FSB of the Russian Federation, Alexander Bibishev.
Alexander Ushakov and Alexander Bibishev, accused of creating a criminal community (Part 3 of Article 210 of the Criminal Code of the Russian Federation) and several episodes of attempted bribery for a record 15 billion rubles (Part 3 of Article 30 and Part 6 of Article 290 of the Criminal Code), appealed the extension of house arrest and detention, respectively. The 2nd Western District Military Court upheld the decision of the Moscow Garrison Military Court regarding Ushakov. Bibishev’s arrest is also upheld.

The curator of the Moscow courts from the FSB, Ushakov, was previously released from the pre-trial detention center under house arrest, as he made a deal with the investigation. As the Cheka-OGPU reported, he is actively testifying, as is his godfather and friend, ex-employee of the FSB SEB and subsequently of the FSB department M for Moscow and the Moscow region Anton Kaurov, who is also involved in this case and is being held under recognizance not to leave. Bibishev and another person involved in the case, Pavel Krylov, an employee of the Counterintelligence Operations Service (CROS) of the FSB Directorate for Moscow and the Moscow Region, are not cooperating with the investigation and are therefore sitting in a pre-trial detention center.

All these security officers have long been well known in the market for “reshalov” and extortion on an astronomical scale. According to the GVSU version, Bibishev, Ushakov and Krylov tried to extract three bribes of 5 billion rubles from each co-owner of the Merlion company – Alexey Abramov, Oleg Karchev and Vladislav Mangutov. According to the Cheka-OGPU, having sent businessmen to a pre-trial detention center on a fabricated case, the security officers, in exchange for the release and cessation of persecution of the creators of Merlion, demanded that they sell the companies they owned – DELTA, Citylink, Tekta Group (the latter was sold) – and transfer all the proceeds FSB employees.
