In February 2024, the FSB reported the exposure of a corruption scheme among employees of the Rostov representative office of VRK-1 JSC and a number of company representative offices in other regions. According to investigators, the scheme was created to hide violations during the repair of cars. Officials received bribes from company employees for patronage, as well as improving depot performance in terms of traffic safety and the quality of wagon repairs. The scheme, according to the FSB, created a threat to the security of the Russian Federation of a man-made nature.
As the Cheka-OGPU learned, threads from the regions led to the head of the entire “VRK-1” in Moscow through the Rostov company LLC “Wagon Technologies of the Capital”. According to investigators of the capital’s investigative department of the Investigative Committee for the South-Western Administrative District, Vladimir Belyugin, being the general director of JSC VRK-1, stole money in the amount of more than 100 million rubles in the period from December 1, 2022 to December 5, 2023. Judging by data from the open file, the Cheryomushkinsky District Court sent the accused under house arrest on April 27, 2024.
JSC VRK-1 was created in 2011 on the basis of enterprises that were part of the Central Directorate for the Repair of Freight Cars, a branch of JSC Russian Railways. Vladimir Belyugin was a student at the Rostov Institute of Railway Transport Engineers from 1980 to 1985. He worked at the North Caucasus Railway (SKZD), in the carriage management department of the central directorate. He held the position of director of the design bureau of carriage facilities – a branch of JSC Russian Railways (PKB TsV). Since June 2021 – General Director of the joint-stock company “Wagon Repair Company – 1”. According to the Unified State Register of Legal Entities, on May 27, 2024, Vladimir Belyugin left his position.
