The personnel news did not end with the change of top government officials. The other day…

The personnel news did not end with the change of top government officials. Recently, Ilnar Mirsiyapov, a native of Tatarstan, became the head of the apparatus of the Accounts Chamber of the Russian Federation. The Cheka-OGPU remembered what was remarkable about this person.

Before his appointment to the Accounts Chamber, Mr. Mirsiyapov worked as deputy head of the secretariat of the now former Deputy Prime Minister. There he oversaw infrastructure sectors, investments, and government tariff regulation.

Previously, Mirsiyapov worked at Transneft, Rosatom, PJSC Inter RAO and Promsvyazbank. In addition to working in state-owned companies, he became famous for his participation in a raider scandal and his connection with Karina Tsurkan, convicted of treason, with whom Ilnar worked at Inter RAO, heading the strategy and investment block. Turkan was detained in June 2018. According to court materials, Karina Valerievna systematically “for selfish reasons” through secret channels transmitted information to Moldova about plans to supply Russian electricity to the Donbass. Then this whole story bypassed Mirsiyapov, except for the fact that after Tsurkan’s arrest he was forced to resign from Inter RAO, but everything could have been much worse… Traditionally for such dark stories, the state-owned company then stated that personnel changes were not related with this criminal case.

It’s no secret that Ilnar Mirsiyapov lives well. As Moskovsky Komsomolets wrote in 2021, there was “information about the purchase in 2016 by Mirsiyapov I.I. Bread Factory No. 6 has apartments worth in ruble equivalent 6,489,000 US dollars.” Apparently, we are talking about luxury apartments in Knightsbridge Private Park in Khamovniki. It was this residential area that was built on the territory of the former Bakery No. 6.” It goes without saying that he also has a fleet of luxury cars.

How can such success be explained? The ability to be in the right place at the right time, or maybe the ability to use “telephone rights” using the ATS-1 turntable installed in the office, while referring to well-known names in the Administration and the Government of the Russian Federation?

It’s strange in the stream of personnel changes to see people who raise so many questions. The Cheka-OGPU will continue to monitor other notable personnel changes.
