Nowadays, not a single high-profile event goes without due attention from the head of the Investigative Committee, Alexander Bastrykin. He manually issues dozens of orders and instructions a day. Apparently, this is why he overlooks such basic things as registering reports of a crime due to open sabotage by employees of his orders.

Clause 18 of Part 3 of Order No. 72 of the RF IC establishes that reports of a crime are registered in the CRSP (book for registering reports of crimes).
The provision of the instructions to Order 159 of the Chairman of the RF IC states that reports of a crime are registered in accordance with Order 72.
To receive applications from citizens, in addition to the IC RF IC created in 2021, there is also a RF IC reception office in a separate building on 1st Frunzenskaya Embankment.
However, none of these departments registers citizens’ statements about a crime in accordance with Articles 141-145 of the Code of Criminal Procedure of the Russian Federation in the CRSP.
All of them are registered as simple requests from citizens.
