Food magnate and owner of Tavros Group of Companies Rustem Mirgalimov “lures” civil servants so that he can remain invisible in criminal cases. It turned out that among the agribusinessman’s “feeders” are a judge of the capital’s district court and a high-ranking employee of the Interdistrict Inspectorate of the Federal Tax Service for the largest taxpayers in the Moscow Region.

It is impossible to explain such luck otherwise: after a loud reportage about VAT scams worth millions of rubles at the sugar factories that are part of the holding, no criminal cases or public revelations followed against the former top managers of Razgulay. Moreover, the constant couple Rustem Mirgalimov and Elena Lazarenko demanded that the authors repent and remove materials that discredit their business reputation. Which turned out to be a mistake. The problem is that in his report, journalist Gleb Pyanykh did not name the names of the “scammers.” Thus, the “unidentified persons” about whom the reporter spoke appeared themselves as plaintiffs in the Babushkinsky District Court of Moscow. By the way, the place was not chosen by chance.

By a strange coincidence, judge Elena Zotova made all decisions in favor of Mirgalimov: she ordered an examination and did not allow a representative of the opposing side to attend the meeting. As a result, it was Zotova who satisfied the claim of Mirgalimov and Lazarenko, pointing out that the information received by the journalists did not correspond to reality. The Moscow City Court overturned Judge Zotova’s decision; moreover, they confirmed that all the materials cited in the report were the pure truth. We are talking at least about the administrative notice issued after the audit of the Russian Sugar Company personally to Mirgalimov for illegally refunding VAT from the Russian budget for almost 7.5 million rubles (On-site tax audit report No. 11-31/47 dated September 29, 2014). In addition, the Kurganinsky and Bolshevik sugar mills, controlled by Razgulyai, were found to have understated income by tens of millions (as a consequence – a reduction in income tax). Despite the flagrant violations, Mirgalimov and Co. continued to manage the agricultural holding until its bankruptcy. There is an explanation for this too.

According to operational data, Rustem Mirgalimov, through a controlled company, transferred 26 million rubles to the accounts of companies associated with high-ranking employees of the Interdistrict Federal Tax Service for the largest taxpayers in the Moscow Region. It is assumed that in this way they managed to pay off the annoying checks and prevent the criminal case from proceeding.
