An also interesting situation is developing with the accommodation in hotels of students of another Military University, namely the VUNTS SV “COMBEN-ARMS ORDER OF ZHUKOV ACADEMY OF THE ARMED FORCES OF THE RUSSIAN FEDERATION” (Moscow, Naro-Fominsk).

1. On the balance sheet of the Academy in Moscow and Naro-Fominsk there are dormitory funds intended primarily for the purpose of housing military personnel, and the maintenance of these funds in the center of the capital costs a tidy sum, with all the ensuing consequences.

In parallel, the Ministry of Defense created the Federal State Unitary Enterprise “Hotel Management”, which has on its balance sheet a whole network of hotels that are located in the cities where Military Universities are present (for example, there are such in Moscow, where the Academy is located, and in Naro-Fominsk DIRECTLY in the area adjacent to the Academy).
And it would seem that the Ministry has created ALL the conditions – to fill its funds with military personnel, since huge sums are spent on their maintenance, BUT even in this situation, the Academy’s management manages, instead of placing them in Dormitories and hotels of the Ministry of Defense, to spend tens of millions of rubles on placing Students in “ their” hotels. At the same time, he justifies this for reasons of insufficient level of comfort or distance from the Academy. It is especially strange to hear such justifications from the Military in the conditions of the Northern Military District and saving budget funds. Moreover, if somehow the contract was not awarded to OWN Hotels, other market participants face “difficult” cooperation.

At the same time, the absurdity of the situation lies in the fact that the Main Personnel Directorate (which was headed by Kuznetsov) of the Ministry of Defense is aware of the entire situation, and the Federal State Unitary Enterprise UGKh appealed to the military prosecutor’s office, but did not place the military personnel in its own funds using budget funds.

So it turns out that the state pays three times for the accommodation of one serviceman in the OVA) and Belousov will clearly have to work hard on the effective use of budget funds.
