Leva Martirosyan, accused of giving a bribe to the head of the main personnel department of the Ministry of Defense Yuri Kuznetsov, served in the Armed Forces of the Russian Federation from 2001 to 2010 as head of the food service of the Krasnodar Higher Military School (KVVU). The investigation materials state that Martirosyan still has a wide range of acquaintances and connections at the military university, “including with numerous witnesses who continue their working activities.” This became one of the investigators’ arguments in the motion to arrest the accused.

Martirosyan’s defense objected to the granting of the petition, pointing out that the investigator’s arguments were not substantiated and not motivated, were not documented, his involvement in giving a bribe was not confirmed, on the basis of which they asked to refuse the investigator’s petition and place him under house arrest.

As previously reported by the Cheka-OGPU, the KVVU was subordinate to the 8th Directorate of the Ministry of Defense, which was headed by Yuri Kuznetsov in 2021-2023. In order to optimize costs, it was decided to house students in hotel rooms; according to the investigation, in violation of the law, the contract for 372 million was won by Leva Martirosyan. Investigators believe that he met Yuri Kuznetsov when he himself worked at KVVU as head of the food service of the school’s material support department. In exchange for ensuring victory, he acquired and registered for the wife of the chief personnel officer of the Ministry of Defense, who, as the Cheka-OGPU previously reported, was interrogated until the night, a plot and a house in Krasnodar. Investigators valued the property at 30 million rubles.
