The problem is that the Ministry of Emergency Situations has “unloaded” all its functions onto governors, who have no experience, qualifications, or resources to respond to emergencies or to prevent them (although they have a strong desire to do PR for themselves, it just doesn’t always work out successfully). But the apotheosis of the inaction of the federals from the Ministry of Emergency Situations was the rescue work on the collapse of the entrance to a residential building in Belgorod on the street. Where are the canine teams and airmobile groups, where are the specialists from the Centrospas and Leader detachments, and the psychologists? Where is the meeting of the commission for emergency situations, at least regional? Mess, chaos, confusion and lack of clear leadership – these are the current realities of the work of the current Ministry of Emergency Situations.
