According to colleagues, earlier, in a criminal case initiated by the St. Petersburg police investigation, Advisor to the Minister of Emergency Situations Stanislav Orlov, who also worked at Gazprom in 2018, was already arrested, and the case itself concerns a multimillion-dollar fraud in the construction of sports facilities under the Gazprom for Children program.
As for Bazhanov, he has long been known to the law enforcement system of St. Petersburg, and from the inside – from 1997 to 2013, he served in the economic police of the Main Directorate, ending his service as the head of the 12th ORCh, which then dealt with tax crimes.
Then he went to work at GIG (of course, in corporate defense, that is, the company’s security system), and after a couple of years he managed to lead it for a short time, replacing Anatoly Erkulov, who had stepped aside.
Here, in order not to confuse readers with the Byzantine tricks of Gazprom, we will summarize everything briefly. So, the “Gazprom for Children” program, for which hundreds of billions of rubles were allocated, was supervised by Kirill Seleznev, who was closest to Alexey Miller.
These gigantic sums were carried out through “GIG”, which controlled the “wallet” of Seleznev Erkulov. Most of the work was carried out by the Tekhgazmontazh company, which was close to Erkulov and now bankrupt, behind which were businessmen Boris Rumyantsev and Artem Manevich (the son of the vice-governor of St. Petersburg, Mikhail Manevich, who was killed in the 90s). Bazhanov, Orlov and some other Gazprom functionaries contributed to the smoothness of the thefts of billions of dollars due to titanic overestimates of estimates and the real low quality of materials.
And everything was fine until problems began with the “Artistic Gymnastics Center” under construction in Sochi, which was supervised by Alina Kabaeva herself. Tectonic shifts occurred in the state corporation: Seleznev, under the patronage of Miller, left Gazprom and went to steal at the construction of the RusKhimAlliance gas plant in the Leningrad region. Erkulov left Russia and, after the initiation of a criminal case, is on the international wanted list. Businessman Rumyantsev was detained, he gave exhaustive testimony, after which first Orlov and then Bazhanov were detained.
Since the thread is still broken on Erkulov, and Seleznev’s status is still untouchable, the investigation obviously will not go in this direction. Sources suggest that the attention of the security forces will be directed to the team of Seleznev’s successor, Elena Mikhailova, who recently flew out of the chair of Gazprom’s deputy chairman like a cork from a bottle of champagne. Probably, we will talk about the company Gazprom RSI, which was previously called MRGT and through which Mikhailova herself stole billions.
