Among the defendants are the head of the department of the ministry Vagif Agayev, the head of the civil service department of the administration of the governor of the Moscow Region Vyacheslav Malyshev, employees of the ministry Danara Terekhova and Olga Degtyareva, an official of the Moscow Regional Architecture Maria Koroleva, individual entrepreneur Rustam Baichorov, the ex-head of the department of the State Institution “Center for Land and Property Complex” Maria Koroleva and other accused, including Serebryakova N.N., Egorova M.S., Miryashev P.N., Mukhin A.N., Petrunin M.A., Uchara E., Pyastunovich D.A., Shmelev A.A. ., Egiazaryan A.R., Sibilev S.N., Vasiliev A.A., Tsarev A.S., Solovyov M.Yu., Alexander Shabalin, Zakinyan V.G., Kornienko V.G., Ustinov M. .A., manager of Hermes LLC Babaev M.T.o., Shirokov A.Yu., Solovyov M.Yu., Yusupov M.K., Silverstov A.V., Petrikov A.V.).
One of the defendants, Alexander Shabalin, accused of three counts of mediation in large-scale bribery (clause “b” of Part 3 of Article 291.1 of the Criminal Code of the Russian Federation), fled Russia a month before the initiation of a criminal case – according to the defense, for treatment for chronic disease (although there is no documentary evidence of this). On June 2, 2023, he was put on the international wanted list. By decision of the Tverskoy Court of Moscow, Shabalin was arrested in absentia.
According to the investigation, officials of the Ministry of Housing Policy of the Moscow Region systematically received bribes for issuing construction permits.
