The Prosecutor General’s Office intends to confiscate 99 hectares of land in Barvikha and Zhukovka, Odintsovo district, Moscow region, known as the elite cottage community “Meiendorf Gardens”. Previously, these lands were part of the 316 hectares of land of the Barvikha sanatorium by the Administration of the President of the Russian Federation. According to the prosecutor’s office, in 2001, a plot of 99 hectares was illegally removed from federal ownership as a result of planned illegal actions by the Administrative Department and the authorities of the Moscow region, who did not have the authority to do so.

Country Pro LLC was brought in as an investor and paid 54 million rubles for the site, while, according to the Prosecutor General’s Office, in 2001 it cost 13 billion rubles. In response, Country Pro LLC committed to reconstructing a historical monument – Meyendorff Castle – the complex of the Presidential Administration, located on the lands of the sanatorium. The prosecutor’s office believes that this obligation was necessary only to legitimize the seizure of state land and register it as private ownership. After this, the land was divided into plots and sold to private individuals. Many of them then changed owners several times.

The first step towards confiscation of land has already been taken. In January 2024, the Prosecutor General’s Office sent a lawsuit to the Odintsovo City Court of the Moscow Region. So far, we are talking about the demand for the return to state ownership of 13 plots on 8 out of 99 hectares of land belonging to seven owners, who are defendants in the lawsuit. At the same time, the defendants claim that they are bona fide purchasers, their rights to the land are registered in the Unified State Register of Real Estate. Despite this, the prosecutor’s office achieved the adoption of interim measures – the seizure of land plots and a construction ban.

According to available information, among the owners of other plots of the Mayendorf Gardens village are Heydar Aliyev and Leyla Aliyeva, the son and daughter of Azerbaijani President Ilham Aliyev, Vladimir Lisin, Jahangir Makhmudov, the son of Iskander Makhmudov, Alexander Chigirinsky, Jr. son of Shalva Chigirinsky, Vitaly Vantsev, co-owner of airp. “Vnukovo”, Tamara Stepashina, former wife of Sergei Stepashin, Maxim Yusufov, son of the former. If the claim of the Prosecutor General’s Office is satisfied and the first 13 plots are returned to state ownership, the same fate should be expected for the owners of other plots with a total area of ​​91 hectares, since they were all the subject of a single sale and purchase transaction.
