Sources of the Cheka-OGPU told the details of the torture of convict Ildar Saifullin in FKU IK-6 of the Federal Penitentiary Service of Russia in the Orenburg Region (“Black Dolphin”). He has been serving his term in the penal colony since 2003. From April 26 to the present, he is being held in cell No. 23 of post No. 2 of building No. 3. Before that, he was kept in cell No. 28 of post No. 2 of building No. 2.
On April 16, Saifullin was in working cell No. 2 of post No. 4 along with 3 other convicts. At approximately 08.40 hours, inspector D.A. Sheremetyev, who was conducting the inspection that day, approached him and told I.G. Sayfullin, as the senior worker in the working chamber, that the four of them needed to increase the production rate from 30 caps to 100 caps per day. Saifullin I.G. replied that this was physically impossible. Then Sheremetyev D.A. said that he simply warned Saifullin I.G. and left.
After some time, in the period from 08.40 to 09.00, the head of the security service, R.A. Adigamov, approached the cell. and asked Saifullin I.G. in rude terms, why can’t they sew 100 caps a day. He replied that this was physically impossible. Next Adigamov R.A. told Sheremetyev D.A. to bring out Sayfullin I.G. from the cell, which he did.
Saifullina I.G. They brought me into the office of the duty officer at post 4. Adigamov R.A. ordered Sheremetyev D.A. close the door and stay outside. Adigamov’s deputy, R.A., was in the office. – Shishkin. At the request of Adigamov, Safullin I.G. stood against the wall to the right of the entrance in a search position, i.e. arms and legs are spread wide apart, palms pressed to the wall. Next Adigamov R.A. Said Saifullin I.G. that if they do not sew 100 caps by the evening, he will beat all four of them. Saifullin I.G. continued to assert that it was impossible to sew such a quantity in a working day, noting the intricacies of sewing work.
After Adigamov R.A. took the hammer and, approaching Saifullin I.G. from the back, began to strike them on the back of I.G. Sayfullin’s right shin. When the pain became unbearable Saifullin I.G. asked Adigamov R.A. stop. In total there were about 7 blows. When Adigamov R.A. stopped, then repeated again that if 100 caps were not sewn by the evening, then all four convicts would be beaten.
After all the complaints, Saifullin I.G. without explanation, he was removed from work and transferred to a building where non-working convicts are located, in order to exclude his communication with others.
At the same time, there is no hope of conducting an objective audit, because the leadership of the Sol Iletsky MSO of the Investigative Committee of the Investigative Committee of Russia, as well as the prosecutor, are on friendly terms with the leadership of PKI IK-6 of the Federal Penitentiary Service of Russia for the Orenburg Region, and in particular with the chief Korobov Yu.P. and Deputy Head for Operations and Security Sochinsky A.A.
Sochinsky A.A. is the “gray eminence” of the colony and all the “dirty work” is entrusted to him. All beatings and atrocities are carried out precisely on his instructions, just as on his instructions, uniforms are sewn on the territory of the colony for the prison management, various gifts and souvenirs are made for the supervising prosecutor, while the head himself, Korobov Yu.P. is only the face of the colony.
