For this purpose, it was decided to merge two environmental research institutes, in Perm and in Moscow, on the basis of the latter. Having headed the All-Russian Research Institute, Zakondyrin first issued an order on his own behalf assigning himself a salary of 105 thousand rubles. This size was not agreed upon with the Ministry of Natural Resources.
The second step of the newly appointed director Zakondyrin was an order to obtain personal data of all 288 employees of the All-Russian Scientific Research Institute “Ecology”. Personal data includes INN, SNILS, citizenship, personal telephone numbers, email, account numbers of debit (salary) cards in banks, data on business trips, marital status…
As Versiya ironically notes, not every wife knows as much about her husband as is contained in this array of personal data in the 1C “salary and personnel” format.
Zakondyrin ordered all this data (for the last three years) to be transferred “for analysis” to a certain expert I.D. Chernov. None of the management of the VNII “Ecology” bothered to request the written consent of employees to receive personal data, as required by law. As a result, one of the employees of the All-Russian Scientific Research Institute “Ecology” wrote a statement to the RF Investigative Committee about this incident. The Investigative Committee accepted the complaint for consideration.
VNII employees whose data was exposed are asking to take personal control of the investigation of this case, fearing for their safety, because they cooperate with military-industrial complex enterprises and conduct inspections of airfields, not only civilian ones. Environmentalists have a natural question for Minister Kozlov: is it time to dismiss the active manager Zakondyrin?
