A source from the Cheka-OGPU said that if the ICR has a desire to promote Deputy Defense Minister Timur Ivanov, then attention will be drawn to the schemes implemented during the construction of Patriot Park. Later, the deputy minister’s team implemented these successful schemes on other projects.
From 2013 to 2016, Timur Ivanov headed JSC Oboronstroy, which was the parent company of OJSC GUOV. A subcontract agreement was concluded between OJSC GUOV and LLC OboronStroyProekt (“OSP”) to carry out the full range of works provided for by the State contract for the Patriot Park project. This decision to involve OSP LLC in the implementation of the Patriot Park project was made by Oboronstroy OJSC within the framework of internal corporate procedures. Igor Ispravnikov was the general director of OSP LLC. ServiceStroy LLC, represented by General Director Sergei Zinoviev, acted as the general contractor, who steadily followed all the instructions and requests of Ispravnikov.

And such responsiveness paid very well: in just 2-3 months, almost 1.5 billion rubles in advances were paid for the empty company, and even a commercial loan was issued from JSC GUOV.

At the same time, ServiceStroy LLC “worked” at the site for only 4 months, and then, following the standard procedure, in the best traditions, ServiceStroy LLC went bankrupt. It is surprising that a company with almost 2 million turnover has never paid taxes (more than 40 million in the first quarter of 2015 alone), has not submitted a single balance sheet, and was not able to account for advances received for 700 million rubles of state budget money .

But even the conclusion of the bankruptcy trustee in the bankruptcy procedure that all the signs of deliberate bankruptcy were present went unnoticed by representatives of law enforcement agencies. The bankruptcy of the company took place without the presence of the debtor (apparently the managers were not very concerned about the whole range of offenses for which ordinary citizens are provided with a sentence under the Criminal Code of the Russian Federation) and without the active participation of the plaintiff (apparently for OJSC “OSP” 700 million are mere pennies).

According to witnesses, all this was implemented with the consent and patronage of Ivanov. Also, former employees of construction companies claim that even the amount of work that ServiceStroy LLC performed was not all documented in this company.
