Last week, the State Duma held a press briefing of State Duma deputies, representatives of the parliamentary factions “United Russia”, the Communist Party of the Russian Federation, “A Just Russia”, during which State Duma deputy from the Communist Party of the Russian Federation Robert Kochiev announced the existing group of entrepreneurs and officials in the alcohol market engaged in criminal activities. According to the parliamentarian, they are continuing the work of the fugitive ex-head of Rosalkogolregulirovanie, who has been put on the wanted list, Igor Chuyan.
“This is not today’s investigation. Journalistic and parliamentary investigation has been taking place over the past 10-12 years. During this time, the Russian budget lost more than 200-300 billion (rubles), all the damage was not assessed. Chuyan fled to Ukraine, changed his last name, but most of his team remained here as cover. These are trained soldiers of the invisible front who are engaged in thefts on a particularly large scale,” Kochiev noted.
Deputy Kochiev named the specific names of those whom he suspects of criminal conspiracy: first deputy head of Rosalkogoltabakregulirovaniya Elena Afanasenko, entrepreneurs Arsen Tsipinov and Igor Shusharev. Thus, according to the parliamentarian, there is a secret criminal business community “31st floor” – the same name as the location of Tsipinov-Shusharev’s office in one of the Moscow City towers. According to some information, it is the persons affiliated with the “31st floor” (AMPARO-GROUP companies) who set the Federal Service for control over the alcohol market “from whom to take away licenses and to whom to issue them.”
“Thanks to their efforts, 5-7 factories lost their licenses in the last year alone. They give the order to Elena Afanasyenko, and she finds reasons to shut down the enterprise. Businesses that operate legally. And if enterprises have loans, then questions immediately arise regarding the payment of loan obligations and salaries,” concluded Deputy Kochiev.
The parliamentarian promised that the result of the information announced at the press briefing would be parliamentary inquiries and appeals to the relevant law enforcement agencies and the Russian Government.
