The second Ministry of Emergency Situations is the one that is real, criminally misleading the country’s leadership and personally the President of the Russian Federation about the scale and consequences of the flood, allowing the development of a banal and long-awaited flood into a catastrophic phenomenon, unprofessional and therefore unsuccessfully trying to eliminate the consequences of the flood, blaming its failures on regional and local authorities. Since Sunday, many media outlets have been inclining public opinion to the idea that the regions and municipalities that are “sinking” with all their industrial, energy and military infrastructure are themselves to blame. Well, and the population too. That they don’t evacuate on time and worry about lost property. Let’s try to honestly report to the President about what happened – in case he reads it. In our country, only the Ministry of Emergency Situations has (well, it used to have, at least) the expertise and authority to prevent and respond to floods, forest fires and other troubles of this kind. Floods are a seasonal phenomenon and quite common. The Ministry of Emergency Situations was warned a MONTH AGO by the Ministry of Natural Resources about the timing and scale of the expected flood phenomena. After receiving a warning with such negative forecasts, the National Center for Emergency Situations of the Ministry of Emergency Situations had to predict the development of the flood situation (they declare that they have this kind of forecast models), gather emergency commissions five times a month in the territories of regions or municipalities located in the danger zone, bring increased readiness of forces and means (well, or at least understand their presence and composition), organize a gradual release of water from reservoirs (in the case of the Orenburg region, this is the Iriklinskoye reservoir), strengthen the protection of the territory in advance by installing additional protective structures (water-filling mobile protective dams , sectional dams, whatever) and much more. None of this was done; a powerful discharge was allowed from the Iriklinsky reservoir, which led to catastrophic consequences. The Ministry of Emergency Situations, knowing the scale of what was happening in the Orenburg region, did not declare a federal emergency for THREE DAYS and did not put its forces and resources on alert, allowing municipalities and the population to literally deal with the consequences of the disaster themselves. Time was lost, the minister’s arrival did not change the situation, which today is generally sad. There is no professional command – the favorite adviser to the Minister of Emergency Situations, Martynov, who was again in charge and in the fight against flooding, does not count (although it was he who was left to Governor Pasler as the head of the Ministry of Emergency Situations group). There is no necessary equipment capable of pumping out water. There is no required number of specialists. There is no necessary special rescue equipment (there are simply no people left who know what equipment is needed and can be used in such situations). GIMS funds have not been mobilized, so rescuers travel through populated areas in rubber boats, half of which have already fallen into disrepair. There is no information about the population that remained not evacuated. There is no information about the forces and means that would be appropriate to mobilize. There is no expertise on how to control the surge wave – everyone is stupidly waiting for the water to subside, having previously destroyed not only the houses and living creatures of the residents, but also a lot of economic facilities. There is a threat of food and water shortages. There is a threat of disease. There is a threat of mass power outages. There is a threat of mass heat outages. There is a threat to military installations. And there is also a question: what needs to be done to prevent the situation from repeating itself in the Tyumen and Kurgan regions that is being done now?
