If Gurdin Yu.M. really organized the allocation of money and its waste, then the court in this case needs to ask the question why next to him in the dock is not Governor S.A. Zhvachkin, who was the chairman of the working group on creating a campus in Tomsk, because it was he who signed resolution on the allocation of subsidies to the fund, and along with it his deputies and other heads of departments who were part of the working group. Also, in this case, there are questions for the prosecutor’s office of the Tomsk region, which at all stages checked and coordinated the allocation of funds; this issue was dealt with by the assistant prosecutor of the region A.S. Antonova. The regional branch of the FSB did not find a financial connection between Gurdin and his relatives with Granit Group of Companies, then what exactly are the selfish motives of Gurdin Yu.M. not entirely clear.
This concept of the Tomsk campus was presented to the Chairman of the Government of the Russian Federation Mikhail Mishustin in July 2021, as a result of which the Tomsk region was included in the federal program for the construction of campuses and received federal support in the amount of 18 billion rubles. 
The entire accusation is based on the testimony of the previously convicted Khvashchevsky A.N., the former director of the foundation, who directly commissioned the concept of the campus, as well as on the conclusion of the examination, which, in violation of the law, was entrusted to the private company LLC Institute for Property Assessment and Financial Activities.
