As the Cheka-OGPU found out, during Shaman’s concerts in early March in Crocus, when the terrorists were planning the attack, armed police were on duty at the entrance to the hall and along the perimeter. Apparently, it was this fact, and not the warning from the US Embassy, ​​that scared off the militants. However, later the armed guards were removed. The organizer of the Picnic concert was surprised by this fact and sent a request to the Krasnogorsk Ministry of Internal Affairs asking for armed police protection, but it was granted formally; armed police were not returned to the hall.

As a result, at the time of the terrorist attack on the Crocus City Hall concert hall, there were no armed police officers around the perimeter, and inside there were two police officers from the Krasnogorsk Ministry of Internal Affairs (their names are now kept secret from the “people’s anger”). Both, at the moment when the militants began to kill people, fled along with the spectators.

Employees of the Pavshino Department of Internal Affairs, which is located in the same building complex as Crocus, were also supposed to be on duty at the concert. However, the head of the Department of Internal Affairs, Pavshino Grinenko, assures that his subordinates were supposed to start duty only at 21.00. then the terrorists attacked an hour earlier. When Grinenko learned about the terrorist attack at home, he ordered his employees… to go to the Krasnogorsk Ministry of Internal Affairs.

The Cheka-OGPU continues to reveal new details of the investigation into the terrorist attack in Crocus City. It was possible to establish all the key circumstances of the actions and inactions of employees of the Ministry of Internal Affairs and those responsible for security. As already reported, on March 7, 8, and 9, concerts were held in the Muslim Magomayev Concert Hall, which attracted an audience comparable in number of guests to the number of listeners of the Picnic group, which was supposed to play on March 22. We are talking about 5 thousand people each event. As is already known, it was on these days that the terrorists initially planned an attack (during the Shaman’s concert). On all three days at the beginning of the month, public order was ensured by police officers from Krasnogorsk – the number of squads was quite consistent with mass events, PPSP officers and dog handlers were involved. According to the regulations, inside the building, in the room where the people were all unarmed, but outside there were armed external posts and vehicle patrols. This is also confirmed by the fact that when preparing the terrorist attack (one of the terrorists, Shamsudin Fariduni, was in Crocus on one of these days), they did not go to kill, deciding to wait for a more opportune moment. And it came.

As the Cheka-OGPU found out, on the evening of March 21, the organizers of the concert sent a letter to the Krasnogorsk Ministry of Internal Affairs addressed to the chief Nikolai Zhukov with a request to properly organize the protection of public order in Crocus. On March 22, they received a response signed by the same chief that security would be provided by PPS officers, and dog handlers would be sent to the facility to prevent a terrorist threat. Actually, everything happened like that, but in a volume completely disproportionate to the scale of the event. So, a dog handler with a service dog from the Krasnogorsk Ministry of Internal Affairs was in Crocus and inspected the hall from 17 to 18 pm, about which a corresponding report was drawn up. After the inspection, the hall was closed, and two unarmed guards arrived at the scene. One of them, in uniform, was caught on eyewitness video standing next to a Crocus security dog ​​handler wearing a pea coat with the word “Police” on the back. As soon as the shooting started, both police officers ran away along with the civilians. The information of these two policemen is kept secret; according to the Cheka-OGPU, there are no plans to bring them to justice at this stage. The same cannot be said about their boss, who clearly did not properly consider the letter from the concert organizers and did not ensure the protection of public order. The corresponding report was made to the leadership of the Investigative Committee.
