As the Cheka-OGPU found out, for bribes in the Russian army they are not only sent on business trips, but also nominated for awards. Contractor Gagik Stepanyan managed to participate as an intermediary in both cases. In particular, he offered a participant in the war on the territory of Ukraine to receive a Zhukov medal for 60 thousand rubles. Another serviceman himself turned to him with a request to assist in sending him on a business trip – Stepanyan estimated this question at 100 thousand rubles.
Both issues have been resolved. The first serviceman was awarded the Zhukov medal by presidential decree; the second, despite the refusal of the personnel department, was unexpectedly sent “on a business trip outside the Russian Federation.” Witnesses in the first episode claimed that the decorated military man “was nominated for a state award in connection with the distinction shown during a special military operation and was awarded the Zhukov medal on legal grounds.” The fate of the award remained unknown.
For mediation in the transfer of bribes and fraud, Stepanyan was sentenced by a military court to six years probation with a probationary period of three years and a fine of 10 thousand rubles.
