When the time came to carry out the next scheduled inspection of Crocus, the Moscow region headquarters of the Ministry of Emergency Situations started a redistribution of objects and in March 2023 Crocus was transferred under supervision to Krasnogorsk, where they could not carry out such a large-scale event promptly, and, again, within the framework of the law (those interrogated referred to internal regulations), were forced to postpone the inspection at least until the end of the year. But this was apparently excess insurance and was not required, since in the same month of March 2023, by decree of the Government of the Russian Federation, the moratorium on scheduled inspections was extended until 2030. That is, if the emergency had not happened, the owners of the facility could, at first glance, completely legally, avoid fire safety inspections for at least 16 years!
The position of the supervisory authorities is that they are limited by the legislation. An inspector visiting the site as part of prevention could see violations, but could not influence the situation. Due to the frequency and compliance with the deadlines of the so-called inspections (in fact, control over the elimination of violations identified in 2014), almost all necessary documents were confiscated and an inspection is being carried out in the Investigative Committee. However, not everything is in order here either. If the employees of the supervision department provided the control and observation file, projects and other documents that indicate that they inquired at least twice a year about the state of affairs with previously identified violations, then no one provided the investigators with the materials of the inspection itself from 2014.
If you delve into the essence of those very shortcomings, then throughout all these years, from year to year, the violations that were not eliminated were those that were indicated in the special technical conditions for the project. These are fire safety measures that are structurally provided, but for one reason or another it is practically impossible to ensure them. For example, the lack of airlocks. If you make inquiries, this solution, especially if you don’t skimp on money, can serve not only as a fire barrier, but also as physical security. Previously, the appearance of these elements was reported to the inspectors with photographs, but whether they were actually installed is a question. To get answers to this and other questions, investigators, in addition to interrogations and studying seized documentation, planned and are conducting a large volume of interrogations of firefighters who directly extinguished the fire and cleared the rubble. But the TFR is in no hurry to talk about anything definitively yet.
