The Cheka-OGPU learned that the investigation into the terrorist attack in Crocus City is actively developing towards the management of Crocus and officials of the state fire supervision of the Ministry of Emergency Situations. The general director of the concert hall, Roman Grachev, was interrogated (he could be detained as early as this coming week) and the entire leadership of the territorial body of state supervision in Krasnogorsk (also potential defendants).

As our channel found out, the Investigative Committee of Russia, in addition to the case of the terrorist attack committed on March 22 in the Crocus concert hall, is investigating a case initiated “without noise and dust”, under Art. 219 of the Criminal Code of the Russian Federation (Violation of fire safety requirements). According to the Cheka-OGPU, within the walls of the Main Directorate of the Investigative Committee of the Russian Federation, the managers and inspectors responsible for the facility were interrogated. The first to be called was the head of the territorial authority in Krasnogorsk, Alexander Rempel. Next are his two deputies: Volkov and Kosobryukhov. As it turned out, the Crocus City Hall facility was assigned to the latter, Evgeniy Kosobryukhov. From the testimony of fire supervision officers, it follows that the concert hall, opened in 2009 by Araz Agalarov and named after the billionaire’s fellow countryman and friend Muslim Magomayev, was under the control of the Fire Surveillance Department for the Moscow Region until 2023, and only in March last year was transferred to the jurisdiction of the local department . Moreover, over the past year, no one has ever properly checked the fire safety in the concert complex. From March 2023 to March 2024, two “preventive” visits were made to Crocus, which amounted to…conversations with those responsible for fire supervision on Crocus’s side.

In addition, employees of the State Fire Department of the Moscow Region, under whose wing the concert hall had been located for a long time, were summoned for questioning.
In turn, on the part of Crocus, the main interest for investigators for now is the director of Crocus, Roman Grachev. This is the confidant of Araz and Emin Agalarov. The connections (with the approval of the Basmanny Court) between Grachev and the Agalarovs immediately after the terrorist attack, as well as with employees of the State Fire Supervision Service, are now being studied. Taken together, this will make it possible to determine the circle of accused. For now, the main question is whether Araz Agalarov will be involved.
