One of the organizers of major events held at Crocus City Hall told the Cheka-OGPU that working with the shopping center team is “utter hell”:

“There was no more greedy site in Moscow; they took advantage of their monopoly position (the largest site in Moscow) and twisted their arms. My experience showed that this site did not require the presence of additional police, since it was stationary and imposed its security service and security systems. Each security guard’s exit costs money, and in the case of Crocus, the price is three orders of magnitude higher than the market. That is why all contractors – be it the organizers of the dance festival or other tenants of space – are trying to save money. In practice, security guards do not provide security. They can check, for example, passes for the import of equipment, since this pass means payment for the service, but they are not worried about who brought what. As a result, the security guards’ effectiveness is reduced to zero: they don’t check the docks, don’t check the lists, they don’t care what kind of cargo gets inside, the main thing is to see the document confirming payment.

The situation is the same with fire safety. The Crocus administration does not care whether your decorations are impregnated with fire-resistant liquid. In any case, they send you to their subsidiary company “Buildexpo”, which issues you a certificate for payment, but no one looks at the fact that the decoration is not actually processed. All event organizers complain that there was no navigation inside the building at all; emergency exits were mostly closed. If this is your first time at Crocus, you will definitely get lost and bump into locked doors. The building also has poorly organized fire exits.”
