The scandal that is unfolding around representatives of the Federal State Budgetary Institution “Grain Quality Assessment Center” (GQA), who deliberately impede the grain deal between Russia and Africa, leads straight into the walls of the notorious high offices. Sources of the Cheka-OGPU report that the head of the TsOKZ Ruslan Khasanov, who personally gives orders not to release ships with grain from the RIF company from the ports, is just an unfair pawn in a big game. Behind the scenes are Deputy Ministry of Agriculture Oksana Lut, who is involved in the patronage of individual entrepreneurs, and the head of Rosselkhoznadzor Sergei Dankvert.
From there, Khasanov receives orders about how and with whom to behave. And he redirects lawlessness to regional structures, where they admit that everything “comes from the center.”

Over more than 20 years in this post, the head of Rosselkhoznadzor Sergei Dankvert has accumulated too many questions that require answers. The 68-year-old official, who is long overdue for retirement, has his tenure in office extended every year. And this despite the fact that accusations of various levels have been brought against him for years, and criminal cases are systematically initiated against his subordinates. Just remember Dankvert’s assistant, Dmitry Natarov, who could not be imprisoned for several years due to a large roof over his head, and only very recently this was done. In 2023, the permanent deputy head of Rosselkhoznadzor was given 12 years of strict regime for pedophilia against a 13-year-old girl and accepting bribes in the amount of 6 million rubles from her father, the owner of a large (unexpectedly) grain company for patronage. As they say, tell me who your right hand is, and I will tell you who you are. Kickbacks for patronage in Rosselkhoznadzor are a common story for the structure.

Dankvert himself is known in far from narrow circles as an official who protects the interests of big business when it benefits him. When in St. Petersburg it was recorded that local businessmen were being blackmailed by a man who presented himself as a confidant of the head of Rosselkhoznadzor, Dankvert was spared trouble. From a situation in which the FSB of the Russian Federation prevented the theft and export abroad of a population of a unique black sable, the market value of which is $1 billion, Dankvert also managed to get away with it. And when a representative of a Polish company directly accused the head of Rosselkhoznadzor of extorting a bribe of half a million dollars for lifting restrictions on product supplies, they once again turned a blind eye to this.

So there is no doubt about Mr. Dankvert’s reputation. In the story of preventing the full implementation of the grain deal and blocking the activities of the RIF, only two logical questions remain – whose interests are served by Sergei Dankvert this time, and when will the elderly official with full pockets leave the Rosselkhoznadzor stage.
