Simonenko constantly tells his subordinates and employees of the Main Directorate of the Ministry of Emergency Situations of Russia for the Krasnodar Territory that he often visits the federal minister’s home, provides personal services, and also helps build a house in the village of Matsesta, Sochi. But there are more stunning facts about him.
Thus, from the materials of criminal case No. 11901030001000585, on charges of Evgeniy Konstantinovich Kauts, Alexander Sergeevich Plotnikov and Dmitry Aleksandrovich Nadzh of committing crimes under Part 3 of Art. 30, part 2 art. 35, part 2 art. 167; p.p. “g”, “h” part 2 art. 112 of the Criminal Code of the Russian Federation it follows that the customer of multiple crimes committed in a socially dangerous way is the same Simonenko, which is confirmed by the testimony of the perpetrators of the crime: 
1. On January 28, 2019, Simonenko committed a crime (arson of a car) against the property of D.N. Goncharov. in Korenovsk, lane. Molodezhny, 12, Krasnodar Territory, by hiring citizens for monetary compensation: Nadzha D.A., Popov S.A., Kauts E.K., Plotnikov A.S.
2. On February 11, 2019, Simonenko committed a crime (arson of a car) against the property of Y.P. Goncharova. in Korenovsk, st. Khleborobskaya, 34, Krasnodar Territory, by hiring citizens for monetary compensation: Nadzha D.A., Popov S.A., Kauts E.K., Plotnikov A.S.
3. On February 28, 2019, Simonenko committed a crime (arson of 2 cars) against the property of Y.P. Goncharova. in Korenovsk st. Khleborobskaya, 34, Krasnodar Territory, by hiring citizens for monetary compensation: Nadzha D.A., Popov S.A., Kauts E.K.
4. 04/09/2019 Simonenko S.A. carried out the crime by shooting D.N. Goncharov. on the territory of the Main Directorate of the Ministry of Emergency Situations of Russia in the Krasnodar Territory (using firearms) by hiring citizens for monetary compensation: Nadzha D.A., Popov S.A., Kauts E.K.
In the testimony of the perpetrators of the crimes, the name Simonenko clearly appears as the customer of all the crimes described above. Moreover, with a complete description of the entire process of organizing crimes and interaction within a criminal group, as well as the distribution of roles. Therefore, the criminal case fully exposes the customer.
As of January 19, 2024, the materials of criminal case No. 11901030001000585 are being considered in the Korenovsky District Court. In the original version of the indictment, which was sent by the investigator to the victims’ lawyer, Simonenko’s last name was mentioned more than 200 times, but in the version that was sent to the court, for some reason, Simonenko’s last name was replaced by “unidentified person.”
However, ignoring numerous complaints about Simonenko’s involvement in committing a number of daring crimes, on March 1, 2024, the Central Attestation Commission of the Russian Ministry of Emergency Situations approved Simonenko for the position of head of the regional department of the department.
First of all, it is not the public that should pay attention to this problem, but higher-level law enforcement agencies. In a difficult period for Russia, when the authorities are constantly talking about cleansing structures from traitors and updating the elites, the appointment of such employees as Simonenko, their presence in the ranks of government agencies, and in general at large, can only be called lawlessness.
Therefore, the victims in the criminal case, regarding the inaction of local employees on January 29 and February 20, 2024, sent appeals to the Prosecutor General’s Office, the Investigative Committee and the Administrative Offenses of the Russian Federation. As a result, all of these requests were forwarded to the prosecutor’s office of the Western District of Krasnodar. That is, to the same employees about whose inaction the victims complained. In this connection, all of the above facts create an extremely negative attitude of department employees and citizens towards the leadership of the Ministry of Emergency Situations, despite many positive aspects in the work of the service: both in Russia and outside the country.
