Following a statement by a deputy from the North Caucasus, Robert Kochiev, who also represents the Chechen Republic in the State Duma, about the attempts of a group of people led by Arsen Tsipinov and Igor Shusharev to take the alcohol and wine industry of Russia under criminal control by raider methods, the head of Chechnya, Ramzan Kadyrov, instructed the Minister of Internal Affairs Affairs of the Republic Aslan Iraskhanov and relevant services to “strengthen the prevention of violations of legislation in the public sector and other socially significant sectors.” Ramzan Kadyrov believes that it is necessary to strictly suppress corruption violations, “and strictly hold the perpetrators accountable.”

Today, a significant part of the revenues to the budgets of the North Caucasus republics comes from excise taxes on ethyl alcohol, alcoholic and alcohol-containing products. On average, from 10 to 15% of budget revenues, which entirely cover the costs of healthcare or social policy.

As Kochiev noted, the alcohol industry is an industry “that generates a large amount of taxes, which has been the donor of our entire country, in which hundreds of thousands of people, a million people, work.”
However, the same colleague of Kadyrov from Kabardino-Balkaria clearly does not share the views of Deputy Kochiev on the social and budgetary role of alcohol producers. From 2017 to 2020, Shusharev and Tsipinov, who control most of the distilleries in the republic, with the general patronage of the Deputy Head of the Federal Tax Service of Russia for the Kabardino-Balkarian Republic Akhmed Guchev and local authorities, did not transfer to the treasury more than 3.6 billion rubles in taxes accrued based on the results of desk and field audits . And since 2020, the Federal Tax Service has surprisingly stopped conducting inspections at all in relation to their companies.

According to Kochiev’s estimates, the Tsipinov-Shusharev tandem “steals” up to 50 billion rubles annually. This is almost the same amount as the federal budget spends on supporting physical education and sports.

It would be very interesting to hear the position of not only Ramzan Kadyrov, but also other heads of regions. Still, we are talking about significant tax revenues and the well-being of the population.
