Igor Tkach came to Moscow from Ukraine in 1997 and got a job as a security guard at a private security company. But he was soon recommended to Elena Baturina, the wife of the then mayor of the capital Yuri Luzhkov.
Together with his fellow countrymen from the city of Smela, Cherkasy region of Ukraine, Sergei Glyadelkin and Igor Kovpak, Tkach carried out several daring operations to transfer several valuable municipal assets under the control of Baturina. For example, one of the largest construction trusts in the country back in the days of the USSR – Mosstroymekhanizatsiya No. 1. The acquisition of this asset began after the contract killing of one of the leaders of the trust, Viktor Ukolov, who was shot with a Kalashnikov assault rifle on March 30, 2001.
A few years later, a construction trust worth billions of rubles, almost free of charge, ended up on the balance sheet of the Austrian company Avenue-Group, registered in the name of Sergei Glyadelkin.
Glyadelkin and Tkach were appointed to senior positions in one of the structures of the Baturino company Inteko. And Tkach soon became a major official of the Moscow government in the investment and construction sector. During these years, he became addicted to flying business jets and bought villas and apartments in Europe.
In 2009, Deputy Mayor of Moscow Alexander Ryabinin conveyed to Sergei Gledelkin Elena Baturina’s instructions to pay for the assets with which the Avenue Group was pumped up. But an organized group of migrants from the Ukrainian city of Smela boldly decided that they did not owe anything to anyone. Glyadelkin presented this request as extortion. And Ryabinin became a defendant in a criminal case.
When Yuri Luzhkov was sent into retirement, the new mayor of Moscow, Sergei Sobyanin, fired Igor Tkach from the civil service.
Almost immediately after his dismissal, Tkach became a billionaire, having bought a 27% stake in the Avenue Group company for 50 thousand euros, with a capital of more than $100 million and assets of almost $800 million… https://www.youtube.com/watch?v=NBZ2O1UtmvA
