Initially, Sergei Fedoseev organized a whole network of controlled companies, the main task of which was to create a formal type of competition at state auctions in the Kaluga region and maintain higher prices for the auctions in which his companies took part.
The cartel includes the following legal entities: Unilab LLC (TIN 4026008259) – the parent company owned by Sergei Ivanovich Fedoseev and his wife Galina Vasilievna Fedoseeva; Eco-Medprom LLC (TIN 4027067063) – the owner of which is Elena Sergeevna Fedoseeva (daughter of S.I. Fedoseev), and the general director is Ignat Sergeevich Fedoseev (son of S.I. Fedoseev), Bakter LLC (TIN 4027088031) general director and 38.27% owner S.I. Fedoseev, second owner 61.72% Kabanova Inna Mikhailovna; LLC “Medical Company “Inmed” (TIN 7709688728) – owner and general director Kabanova Inna Mikhailovna and is also a co-owner of LLC “Bakter”, LLC “Velma-Test” (TIN 4027143500) – co-owners: Fedoseev I.S. – 50%, he is also the general director, S.I. Fedoseev. – 25%, Fedoseeva G.V. – 25%.
After things didn’t go very well for the Unilab cartel, Sergei Fedoseev came up with a new scheme for illegal enrichment. He, together with his son Ignat Fedoseev, provided false samples of reagents to the Federal Service for Surveillance in Healthcare and fraudulently obtained registration certificate No. RZN 2022/18960 for a medical product, a set of Unigem reagents for hematological analyzers, after which he began to actively advertise these products on official website of LLC “Unilab“and participate with her in government auctions.
Velma-Test LLC, for which the registration certificate was issued, belongs to the Fedoseev family and is a nominal company. The company does not conduct financial and economic activities, does not have the necessary equipment and personnel. In this regard, a natural question arises about the origin of Unigem reagents.
Thus, these actions of cartel members S.I. Fedoseev can be qualified as the circulation of counterfeit, substandard and unregistered medicines, medical devices and the circulation of counterfeit dietary supplements and as the forgery of documents for medicines or medical devices or packaging of medicines or medical devices.
