In the Bryansk region, the Bryansk Meat Processing Plant (BMPC), the largest meat enterprise and a significant taxpayer in the region, is heading towards bankruptcy. The owners cannot repay the loans from the Russian Agricultural Bank for 2.7 billion rubles and the debts of Cherkizovsky Meat Processing Plant JSC for 89.3 million rubles.

The loans hang on the general director and still the owner of half of the assets of BMPC and the affiliated trading company Tsar-Meat, 39-year-old Mukhtar Badyrkhanov, under personal guarantee, his movable and immovable property and the pledge of the holding’s assets. Badyrkhanov’s personal accounts and property were arrested.

Mukhtar is listed as a member of the United Russia party and a deputy of the Bryansk Regional Duma. Awarded Certificates of Honor from the Governor of the Bryansk Region. Lives in Europe.

He was gladly accepted into United Russia as soon as his father transferred ownership of the plant to his son in 2013. He didn’t stay there long. Mukhtar was soon kicked out of United Russia with a scandal, and out of resentment he bought himself membership in the LDPR. He was also expelled from there with the wording “for committing actions causing moral damage to the LDPR” for a drunken brawl in a Moscow restaurant, when Mukhtar and 17 of his guests refused to pay 117 thousand rubles for the alcohol they drank. However, later, in a strange way, the “prodigal member” was warmed up again in the Bryansk “United Russia”.

Repaying debts is a noble, but thankless task. Already a debtor of billions, Mukhtar Badyrkhanov organized a celebration of his 35th birthday in 2021 at the elite restaurant “Chalet Beryozka” on the Rublevo-Uspenskoye Highway near Moscow for tens of millions of rubles. Soso Pavliashvili, Leonid Agutin, Alexander Yagya, ex-soloist of the White Eagle group, performed at the event. Mukhtar’s wife, dressed as an angel with numerous white feathers, sang a song for the hero of the day, hot Caucasian guys performed folk dances. The organizers roasted a lamb.

Last August, Rosselkhozbank sold its debts to a new investor, who filed claims against Mukhtar Badirkhanov for the transfer of his shares in the companies to the investor, thereby trying to avoid bankruptcy of the plant. In response, Badirkhanov began to flood the courts with absurd counterclaims.

At the same time, Badirkhanov was running around with his fixers, boasting of his personal acquaintance with the regional governor, Alexander Bogomaz, and the head of the FSB Directorate for the Bryansk Region, Sergei Voronin. Allegedly, the latter had previously excused Badirkhanov from various troubles.

The company’s accounts have not been frozen, and while protracted court hearings are ongoing, the scheme to withdraw funds from BMPC continues. Mukhtar himself and his family have already settled in Spain and do not appear in Russia often.

Due to mass layoffs (salaries at BMPK are 30-40% lower than competitors in the industry), the plant is in danger of shutting down. The investor has already approved an investment plan to increase worker salaries and modernize production. But it is impossible to implement this plan while Badirkhanov remains director. If the latter continues to flood the courts with lawsuits and drag out time, dragging out the last thing from the BMPC, 2,000 people, including the families of workers, will find themselves without a livelihood, it’s time for Governor Bogomaz to file a lawsuit for “protection of honor and dignity,” refuting his friendship with the scandalous businessman.
