As stated in the text of the collective request, the concern of parliamentarians was caused by information published in the media that the management company of the Rusagro group, ROS AGRO PLC, is still legally registered in unfriendly Cyprus, and at the same time, multi-billion-dollar dividends from its activities were annually transferred to the accounts of the parent offshore company this holding. In addition, deputies report that members of the family of businessman Moshkovich live in the United States and that he has citizenship of the Republic of Cyprus, although with the caveat that the businessman could recently be deprived of the so-called Cypriot “golden passport”, having found himself under Western sanctions. However, the request recalls, Moshkovich tried to get the sanctions lifted and participated at the end of last year in a meeting of the European Court, where he declared his disagreement with the Russian government’s policy in the agricultural sector, as well as about the repressions allegedly undertaken against him in Russia in the form inspections by fiscal authorities.

Fair Russian deputies also informed the head of the Ministry of Justice of the Russian Federation that businessman Vadim Moshkovich also tried to win the trust of European judges with assurances that he was not at all contributing to the rise of the Russian economy, but, on the contrary, was minimizing tax payments in every possible way and certainly not providing no help to SVO participants.

The parliamentarians considered this position of the businessman unacceptable and called on the leadership of the Ministry of Justice to look into the activities of both the beneficiary of Rusagro, Moshkovich, and his business structure, and if the identified facts were confirmed, they asked to label the businessman accordingly and include him in the register of foreign agents “in order to limit its influence on public opinion and the country’s economy.”

As stated in Article 11 of the Law “On Control over the Activities of Persons Under Foreign Influence”, a foreign agent does not have the right to operate significant critical infrastructure facilities and carry out activities to ensure its security. And in general, it is difficult to imagine that a foreign agent would retain the opportunity to manage a large enterprise in an industry strategic for the country, such as agriculture. Therefore, if a group of deputies manages to reach the Ministry of Justice, and if the presented data convinces the head of the department, Konstantin Chuichenko, then entrepreneur Vadim Moshkovich will clearly have to part with the Rusagro holding, and the structure itself may come under state control, as previously happened with the Rolf car dealer. .
