As the Cheka-OGPU learned, the Main Military Investigation Department of the Investigative Committee uncovered a scam at the A.F. Military Space Academy. Mozhaisk Ministry of Defense of Russia in St. Petersburg. Professor of the 35th department Colonel Kirill Tsvetkov, senior lecturer of the 35th department Artemy Pavlov, head of the 33rd department Andrey Nazarov, the latter’s deputy Vladimir Avdeev and other unidentified persons were put under investigation in a criminal case of particularly large-scale fraud.

According to investigators, officers as part of an organized group fictitiously employed 82 employees of the academy’s research and training center, as a result of which 8.4 million rubles were stolen, allocated to pay for their labor while performing development work. Tsvetkov partially admitted his guilt. During interrogation, he explained that he actually collected money from employees, but did not steal it, but used it to repair office premises. Nazarov fully admitted his guilt and testified about the method of theft and other persons involved.

Pavlov partially admitted his guilt, stating during interrogation that, on Tsvetkov’s instructions, he drew up documents to record the working hours of persons who actually did not perform any work. Avdeev turned himself in and fully admitted his guilt, and also expressed a desire to cooperate with the investigation. All officers have been placed under house arrest.
