As the Cheka-OGPU learned, one of the largest construction contractors in Russia, GC EKS, filed a claim for 2 million rubles against the Berkana Design Bureau, which is engaged in the development and design of military equipment. The plaintiff demands recovery from the defendant for unjust enrichment and interest under Art. 395 of the Civil Code of the Russian Federation (liability for failure to fulfill a monetary obligation).

It is interesting that both companies are associated with the deputy head of the Federal Property Management Agency Dmitry Stepanenko. The latter, when he was chairman of the government of the Yaroslavl region, brought the EKS Group of Companies to the region, where it registered and began to receive the most lucrative contracts. The co-founder of the Berkana Design Bureau is the son of the deputy head of the Federal Property Management Agency Artem Stepanenko, who disgraced himself in 2023 with the production of uniforms for the Russian military – his other company Gardarika offered equipment at a price several times higher than the market price.

No less interesting is how Stepanenko Jr. gained control of the Berkana Design Bureau. The design bureau, created by Anna Kharaman, has been operating since 2012. 9 years later, Artem Stepanenko and Ivan Silchenko carried out, in fact, a raider seizure of Berkana. Kharaman wrote in 2021 that she was forced to leave the founders of the design bureau, whose products she no longer has anything to do with.

The meeting of the Moscow Arbitration Court on the claim of the EKS Group of Companies against the Berkana Design Bureau is scheduled for February 28.
