The scheme looked, according to the Cheka-OGPU source, very simple. Having privatized the state farm, Samokhin began to build a plant on it using regional bonds: at that time it was assumed that the region and local unitary enterprises would own slightly less than 50% of the enterprise’s shares. To pay off debts to the regional budget thanks to the patronage of Maksyuta N.K. The regionals were then credited with laying communications, electricity and gas to the plant.
Further, in 1997, Samokhin A.P. cleverly carried out an additional issue of shares, diluted the region’s share to 24% and bought it back for $2 million (with annual revenue of $33 million).
Of course, such fraud could not go unnoticed by the new head of the region. And the closer the security forces get to the stories of Samokhin’s privatization, the more he will try to discredit the governor (who, as can be seen from the story of the arson of a house in 2016, has a long and strong memory). And given that forecasts for future elections in the regions are littered with observations about the precariousness of Governor Bocharov’s position, Samokhin’s clientele will do anything to completely discredit their opponent before the vote. And the story with the monument may well be the first blow in this battle.
