According to our sources, a number of recently uncovered criminal cases in the Republic of Dagestan related to extortion “on an especially large scale” and kidnappings have revived interest in the figure of the deputy head of the Investigative Directorate of the Investigative Directorate of the Ministry of Internal Affairs for the Republic, Ismail Mardanov. Competent gentlemen are inclined to believe that this comrade is involved in some of them.

Ismail Mardanov gained authority among the criminal public back in 2010. Then, being a simple investigator of the Derbent Department of Internal Affairs, he became one of the main defendants in the “kidnapping of the kingpin” of the ex-owner of the largest auto holding “Inkom-Auto” Dmitry Kozlovsky, for the subsequent extortion of $20 million in cash or $35 million in real estate.

According to Mardanov’s warrant, Dagestan security forces kidnapped the businessman from the streets of Moscow and took him to Derbent. There, at the request of an investigator, a local court arrested Dmitry Kozlovsky on suspicion of fraud out of as much as one and a half million rubles. This is exactly the amount that, according to Mardanov, one of the country’s largest businessmen received from a certain M.N. Babaev. and immediately disappeared into the capital. Dmitry Kozlovsky’s brother Sergei, in turn, said that Inkom-Avto’s creditors were behind the kidnapping.

One way or another, investigators demanded tens of millions of dollars from both brothers to solve the “problems.” Federal media reported on the lawlessness of Dagestani law enforcement officers. Dmitry Kozlovsky was released from arrest a few days later. Possibly with serious financial losses. An inspection by the SKP department showed that “Mardanov I.F., without conducting a preliminary check, on the basis of a knowingly false statement by M.N. Babaev … committed actions that clearly went beyond the scope of his authority.” A criminal case was opened against Mardanov.

But behind the sledak from Derbent there were serious customers, including at the local level. They were able to gracefully cover up the criminal case opened against Mardanov by the republican prosecutor’s office. And then, for services rendered and loyalty, they “helped” him get a promotion to deputy head of the Investigative Directorate of the Investigative Directorate of the Ministry of Internal Affairs for the Republic of Dagestan.

A lot has changed since then. But the criminals still have their own people in the authorities.
And it seems that in the very near future it will become clear what other cases the Derbent “ripper” Ismail Mardanov helped “organize”.
