The triumph of statistics, or how to become a vice-governor in St. Petersburg without doing anything for it…

The triumph of statistics, or how to become a vice-governor in St. Petersburg without doing absolutely nothing for it. Colleagues from Lisa reported about personnel changes in the government of St. Petersburg: the vice-governor for housing and communal services Anatoly Povelia was replaced by the head of the administration of the Krasnogvardeysky district of the city Evgeny Razumishkin. And if Poveliy, who held his post for about a year and a half, was not found to have any corruption components, then the person of Razumishkin from this side raises big questions.

The Cheka-OGPU will tell a funny story of a statistical victory.
So, Anatoly Poveliy leaves the post of “winter general” – vice-governor for housing and communal services, and becomes an adviser to Governor Beglov. There is no intrigue here – it is known that Poveliy is being treated for a serious illness and on the eve of the coming winter he can no longer cope with the serious management load. But there are questions for his replacement Razumishkin. For example, as colleagues wrote, after he came to the chair of the head of the district, the company that belonged to his brother took contracts worth half a billion rubles from the district budget. And this is just one case – the figures of the Razumishkin brothers have long been in the focus of both the economic police and the interdistrict department of the FSB.

The reader has the right to ask: how then did such a career appointment take place? As our experienced interlocutor in Smolny explained, the whole point is not in the figure of Evegniy Razumishkin, but in banal statistics. Judge for yourself – the housing and communal services sector is the most painful for the administration of St. Petersburg during the time of Governor Beglvoa. The greatest problems in the housing sector are concentrated in the most densely populated and oldest areas of the city. In the first, there are too many residents, providing “depreciation” of the housing stock and problems with improvement, and in the second, there is a terribly worn-out housing stock and the monstrous communal services of St. Petersburg, which have already become a legend. Whereas the Krasnogvardeisky district of the city, despite its proximity to the center, is one of the most sparsely populated and has a very good housing stock consisting of a mass of solid “Stalinist” houses. Housing problems there, compared to other areas of the city, are insignificant, which means, according to official statistics, Razumishkin seems to be a fairly effective leader in this area.

Well, Evegniy Razumishkin is saved from the attention of the security forces by his younger comrade, the director of the Krasnogvardeisky RJA Artem Matveev. He is the son of the legendary former head of the Main Investigation Department of the Ministry of Internal Affairs for St. Petersburg and the Leningrad Region Marina Matveeva, who, having left her position, became a judge of the Charter Court in 2016. From 1989 to 2015, Matveeva worked in the investigative agencies of the Ministry of Internal Affairs (and started, precisely, in the Krasnogvardeisky district), and she headed the Main Investigation Department for about 4 years, remaining one of the heaviest law enforcement figures in the city. As our interlocutors emphasized, in the near future Artem Matveev is expected to move to the office of the newly appointed vice-governor Razumishkin in Smolny.
