The money was transferred for allegedly carrying out development work, as well as for the supply of military equipment products that were illegally produced by Topaz using design documentation stolen from NPP Temp. According to the statement, Topaz shipped counterfeit military products to Russia using fictitious invoices and customs declarations, replacing the product code with a civilian one and indicating a low price in order to evade customs duties and VAT. The transfer of budget funds from Russia to Moldova was carried out through a current account opened in the “pocket” Chisinau Energbank, but even he refused to make dubious payments in 2022, citing international sanctions against the parent company of Topaz – United Engine Building JSC corporation”. August 11 this year an identical statement was sent to the acting Prosecutor General of the Republic of Moldova, Ion Munteanu.
So, since mid-2022, UEC JSC has been actively trying to get rid of 97.72% of Topaz shares by holding an auction, albeit with dubious requirements for participants, so that there would be no random people willing to buy the toxic asset – and it would be guaranteed to go to a controlled buyer , which can destroy traces of illegal activities.
After several rounds of open bidding, the company’s shares were never sold, despite interest in the deal from several entrepreneurs from Moldova. And at that moment, contrary to the rules and without waiting for the next auction announcement, an odious figure appeared on the horizon – a businessman of Moldovan origin with Romanian citizenship, Victor Slivinsky, who decided to establish control over the Russian enterprise by any means.
