For example, our colleagues noticed that on August 17, the St. Petersburg City Court will consider the appeal of the ex-head physician of the city dental clinic No. 2 to the administration of the Vasileostrovsky district. It would seem that we are talking about a banal matter – the head physician Maka Pachkoria demands that his dismissal be recognized as illegal and wants to receive decent compensation from the district authorities. And behind such an ordinary episode, something completely different is revealed. The fact is that in 2022, Pachkoria, heading a medical institution, appealed to the Prosecutor’s Office and the Federal Antimonopoly Service, pointing out violations in government procurement. District authorities, under the leadership of ex-Ministry of Internal Affairs employee Eduard Ilyin, imposed certain companies on subordinate medical institutions to fulfill government orders, and did this extremely clumsily. As a result, antimonopoly officials actually found a number of violations of the law on protection of competition, and this decision stood up in court, but the head physician, who refused to participate in corruption schemes, was simply fired.
And then it thundered. A few months after the dismissal of Pachkoria, the economic police detained Alexander Maksimov, a specialist in the contract service department of two city clinics, the deputy head of the district administration, Igor Ponamarev, and businessman Mikhail Zadorozhny. All were arrested in a criminal case related to fraud in the execution of government contracts for cleaning medical institutions for at least 77 million rubles. The same ones whose imprisonment was opposed by the dismissed head physician, who clearly did not want to end up in a cell like the participants in this scheme.
As we have already told you, a couple of months later, after several additional visits of the Economic Economic Policy Department to the regional state budgetary institutions, the head of the administration, Ilyin, threw away his SIM card and went on the run. He has not yet been found, and the economic police are closely looking at his best friend Vladimir Omelnitsky, who heads the Petrogradsky district of St. Petersburg. However, you don’t have to focus on friends – just point your finger at absolutely any district of St. Petersburg and you can safely talk about exactly the same, direct and clumsy criminal schemes for theft of government orders, as in the former kingdom of Ilyin.
