As the Cheka-OGPU found out, in a major corruption case of Rostekhnadzor officials responsible for the safety of nuclear facilities, there is the first verdict. It is extra-humane: for giving three particularly large and two large bribes (five episodes in total), the entrepreneur received a fine of 3.5 million rubles.

In addition to the verdict, the plot of the prosecution is impressive. Those wishing to carry out work in the field of nuclear energy use must obtain a special license from Rostechnadzor (RTN). The Office for Regulating the Safety of Nuclear Fuel Cycle Facilities and Nuclear Power Installations of Ships was responsible for such licenses at RTN. But first, those wishing to do so had to receive a positive safety assessment, which is also done by companies licensed by Rostechnadzor. One of these companies was Matek LLC, its co-founder Vladimir Ginkin.

According to the investigators of the Investigative Committee, the deputy chief, and subsequently acting. The head of the RTN Department for Nuclear Safety, Andrei Lavrinovich, suggested that Ginkin look for those willing to receive a positive examination and then a license from Rostechnadzor. Ginkin only needed to inform Lavrinovich of the legal entity of interest, the latter announced the price tag and instructed his subordinates at RTN to prepare a positive examination of the security of the interested party on behalf of Ginkin’s company. Then he sent him the file, Ginkin printed it out on his letterhead, stamped it and, together with the previously announced amount, sent it back to Lavrinovich, or handed it over himself. Taking into account the examination, the interested party was issued an RTN license.

Interested parties include large state corporations and Rosatom enterprises. According to the described scheme, as the investigation indicates, the following enterprises received licenses:

– JSC FCNIVT SNPO Eleron (Rosatom enterprise),
– Russian Federal Nuclear Center (RFNC – VNIITF, Rosatom enterprise),
– Siberian Chemical Combine (SCC, Rosatom enterprise),
– Oil service company TNG,
– JSC “Bashneftegeofizika”,

Bribes for the procedure ranged from 900 thousand to 1 million. 600 thousand rubles. However, as the investigation notes, the listed license applicants were not aware of the criminal intentions of Rostechnadzor officials to receive a bribe, and Ginkin was the bribe-giver.

As the Cheka-OGPU found out, in the framework of the case, the following were arrested: deputy head of the RTN Directorate Lavrinovich, another deputy and part-time head of the licensing department Alexey Anikin, head of another department of the Directorate Sergei Vlasov, specialist expert of the Directorate Kirill Nevolin, as well as another co-founder of Matek LLC Maxim Vakutin.
