Well, the Cheka-OGPU will tell you about another contractor of the fund who is creating real chaos in the city’s construction market with impunity. At the end of 2017, the Sotex company, which belonged to the structures of billionaire banker David Traktovenko, came into the possession of SOGAZ. Why this insurance group needs it and what the terms of the deal were doesn’t matter now, but the important thing is that SOGAZ got this construction company with very serious debts. Well, if a company has debts, at whose expense should they be covered? That’s right, at the expense of taxpayers. De jure, the company becomes the property of its long-term leader, Ilya Korshunov, after which, in 2019, it is expelled to work under government orders. The company immediately receives 2.5 billion in a contract from the Federal Committee for Socialist Welfare to complete the reconstruction of the buildings of the 40th hospital in St. Petersburg (we have already told you that its head physician Sergei Shcherbak is friends with Fataliev). Naturally, government money immediately went to pay off debts, and the work was not completed in any acceptable quality, but was accepted and fully paid for (now the unfinished work is being completed by other contractors under other government contracts).

Subcontractors are hired and told that they won’t receive any money for at least a few months. Firms work at their own expense, even buying raw materials, and then Sotex, under any flimsy pretext, begins to delay the certification of work. Since the beginning of summer alone, a dozen and a half claims have been filed with arbitration for failure to fulfill obligations by Sotex, totaling approximately 140 million rubles. But these are pennies – many contractors, still hoping to get their money faster, do not go to court. Let’s be honest – hope dies last, even in vain!
