As the Cheka-OGPU learned, the general director of the general contractor company Promtechnopolis LLC, Vladimir Tokarev, partially admitted his guilt in the theft of money during the construction of the building of the Ministry of Internal Affairs of Russia in the Yaroslavl region. His defense insists that the crime – fraud on an especially large scale (Part 4 of Article 159 of the Criminal Code of the Russian Federation) – was committed in the field of entrepreneurial activity, but the investigation and the court do not agree with this.
During the investigation, the location of the stolen money has not yet been established (according to the injured party, Tokarev fraudulently misappropriated 300 million rubles). The investigation does not rule out that this money is still in the possession of the accused or his proxies. In addition, the documentation of Promtechnopolis and the associated Shale LLC, which carried out technical supervision of the work, disappeared without a trace.
The Cheka-OGPU previously reported that logs of work and construction equipment, as well as design documentation, were burned as a result of a fire in a shed at the construction site in December 2016. Witnesses in the criminal case include acquaintances and former colleagues of Vladimir Tokarev, with whom he is on friendly terms. On July 24, the Basmanny Court of Moscow once again extended Tokarev’s arrest.
